What makes a service excellent?

People who use care services and carers want an easy way to know whether the services they use, or might use in the future, are good. Some have found the Care Quality Commission’s star rating system to be helpful. This system is being replaced and your views are needed to help build the new system. The Social Care Institute for Excellence (SCIE) has been asked to look at what makes a service excellent. What is the difference between a good service that does what it must do, and an excellent service which meets the needs of people who use it really well?
