Briefing paper which looks at lack of communication and information sharing between children's and adult's social care in child protection services. It is one of a series 14 briefings looking at difficult issues in inter-professional communication and decision-making identified from 38 Serious Case Reviews, with added information gathered from three multi-agency ‘summits’. Drawing on the analysis of serious care review reports, the briefing highlights the reasons why there can be a lack of communication between adult's social care and children's social care, which include: a lack of understanding of each others roles and of how to work together in order to attain a whole-family assessment. It also provides solutions suggested by summit participants and contains a set of self-assessment questions to support managers and practitioners to tackle similar issues in their own local area.

This report discusses the need to for social workers in adult social care to change their workforce culture to one that is 'strengths-based' for promoting well-being, early intervention and prevention. It examines the value of this approach in creating better outcomes for people living more actively in their local communities, generating greater satisfaction for people using services and their carers; and creating a motived workforce. The report the sets out the key knowledge and skills the social care workforce needs to apply strengths-based approaches in improving people’s lives. It also considers the emerging business case for how a community-focused strengths-based approach can deliver efficiencies for the sector. Cases study examples from Shropshire, Essex County Council, Hertfordshire and Calderdale show how councils and their health partners are developing new ways of working to deliver an alternative health and social care operating model.
CARE AND SUPPORT ALLIANCE
Sets out the response of the Care and Support Alliance to the Government consultation on draft regulations and guidance of the Care Act 2014. The response focuses on section 2 which covers prevention, reducing or delaying needs. Overall, the Alliance is pleased with the draft of both the regulations and guidance, but notes areas that could be strengthened and identifies scope to improve the read across to other chapters. Areas covered in the response include the description of prevention used and the examples of preventative services and resources listed in the guidance.
ASSOCIATION OF DIRECTORS OF ADULT SOCIAL SERVICES
An analysis of the state of adult social care finances, providing in-depth intelligence on how adult social care is responding to the twin challenges of meeting increased demand and managing reducing resources. The survey seeks to explore the views of Directors of Adult Social Services across English Local Authorities on how councils are reconciling the growing numbers of people, often with increasingly complex needs, requiring care and support with the significant and sustained reductions in the funding available. The survey data sets out the concerns of councils in making increasingly difficult choices and the attempts to minimise impacts upon front line services. The report suggests that taking the growth in numbers of older and disabled people into account an additional £1.1 billion would be needed to provide the same level of service as last year. The care provision market is becoming increasingly fragile and 56 per cent of directors report that providers are facing financial difficulties. Many local authorities are going to have to pay more if providers are to be able to attract workers as unemployment falls. While directors see increased prevention and integration as their top two areas for savings for this year, next and beyond, many are struggling to balance investment in reducing future demand and costs at a time when budgets to meet existing statutory duties to provide care and support to those most in need are under such pressure. The paper calls upon the Government to urgently ensure that social care funding is protected and aligned with the NHS, including making provision for the social care funding gap alongside the funding gap for the NHS.
This paper is a progress report exploring the lessons learnt from a variety of approaches taken by councils to outcome-based commissioning in adult social care (sometimes called 'payment by results'). It considers some of the opportunities and risks that arise from taking this approach. The paper puts the emerging practice in social care in a context with other developments within the public sector; explores current practices in social care from a small number of councils and looks at the advantages and risks in taking this approach. It suggests that this approach could deliver better outcomes for people at a lower cost if the transaction costs can be limited. The paper draws on discussions with providers, commissioners and customers receiving services. The development of thinking in local authorities in recent times has shown a new emphasis on interventions that either prevent or reduce someone’s need for longer term care. This is supported by the evidence for the benefits from reablement for older people, the recovery model in mental health and the emerging progression model in learning disability services. Outcomes based commissioning is, in part, a natural evolution of the way in which commissioning might take place when a council is seeking improved outcomes for its customers as a result of the resources it purchases or deploys. The report argues that the overall expectation is that if a provider can produce outcomes for customers that may reduce their need for longer term care they should be rewarded. At the same time if fewer people need longer term care this will reduce the overall costs to the council. The benefits can then be shared between commissioners and providers of services.
This report focusses on meeting the needs of working-age disabled adults as health and social care services are increasing integrated. It provides an empirical evidence base to demonstrate how whole person care (which is about making the connections between physical health, mental health and social care services) can be used to effectively meet these needs. The report also draws on the findings of a focus group with 12 disabled adults and carers on desired outcomes from the integration of health and social care services. Interviews with social care and voluntary sector professionals, commissioners and local authority policy to see if they are willing to include working-age disabled adults' needs in plans for future integration. The report looks at how working-age disabled adults have different needs and outcomes from older people and identifies the health inequalities they face in day-to-day life. Ten dimensions of health inequality are identified including housing, employment, financial security and quality of life. The report makes seven recommendations to inform the service response, including: taking a long term view of managing long-term conditions, viewing whole person care as a 10-year journey with matched by stable funding; debates on funding gap in social care should give consideration to the needs of working-age disabled adults; shifting resources from case management to community coordinated care to support prevention and providing a single point of contact for health and social care needs; service integration should take place across a much wider range of services to meet the needs of disabled people.

This handbook sets out the indicators for measuring adult social care outcomes in 2014 and 2015 using the Adult Social Care Outcomes Framework (ASCOF). The framework is designed to support councils to improve the quality of care and support services they provide and give a national overview of adult social care outcomes. The handbook provides technical detail of each measure, with examples to minimise confusion and inconsistency in reporting and interpretation. The indicators are structured around the four key domains set out in the framework, including: enhancing quality of life for people with care and support needs; delaying and reducing the need for care and support; ensuring people have a positive experience of care and support; and safeguarding people whose circumstances make them vulnerable and protecting from avoidable harm.

Sets out standards for high quality commissioning to support a dynamic process of continuous improvement and, through self-assessment and peer review, to challenge commissioners and their partners, to strengthen and innovate to achieve improved outcomes for adults using social care, their carers, families and communities. There are 12 standards grouped into four domains, including person-centred and outcome-focused commissioning, inclusiveness, effective leadership and promotion of sustainable and diverse market place. They have been developed from a review of the available literature, the engagement of a wide range of stakeholders, the input from a project steering group coordinated by Think Local Act Personal, and an expert review of a final draft of the standards by local authorities and other key organisations. The prototype document will be piloted by a small number of local authorities and will shape and inform a new offer within the Local Government Association peer challenge programme which will become available in April 2015.
LOCAL GOVERNMENT ASSOCIATION
This is the concluding report from the LGA Adult Social Care Efficiency (ASCE) programme. The programme was launched in 2011 in response to the significant cuts to council budgets and their impact on adult social care. The aim of the programme is to support councils to develop transformational approaches to making the efficiency savings required to meet the challenge of reduced funding. The report shares innovative and transformational examples of how councils are bringing together businesses, public sector partners and communities to develop lower-cost solutions to support the most vulnerable in our society. In particular, it outlines some key lessons around developing a new contract with citizens and communities, managing demand, transformation, commissioning, procurement and contract management, and integration. It looks at efficiency approaches in practice, with specific reference to assessment, advice and information, delivering preventative services, avoiding admissions and reducing costs of residential care, reducing costs in domiciliary care and transforming learning disability services. In addition, it considers local approaches to developing effective internal management, reshaping the service and working with partners, customers and suppliers.
This toolkit helps councils to have a clearer understanding of how much of their budget is spent on prevention, how this contributes to the delivery of outcomes and what this means for increasing their activity towards early action programmes. It sets out the five steps to mapping and analysing spend: establishing a project sponsor and steering group; identifying and agreeing aims, objectives and scope of the project; understanding the outcome; mapping preventative services for the chosen outcome; and analysing and mapping budgets. It covers the practical steps taken and the outputs and challenges of each step. The toolkit draws on work carried out by the British Red Cross with the LGiU and Mears to support Camden Council to track their preventative spend against one of the council’s key outcomes from the Adult Social Care Outcomes Framework: to keep older people living independently for longer. The toolkit provides a useful resource for councils, health and wellbeing boards and clinical commissioning groups.
