While some personal budget holders said self-completion had boosted their confidence, most would have liked more help

Introduction

Assessment, whether self–assessment, supported self–assessment or a person–centred assessment carried out by a practitioner, clearly underpins the personal budget process. However, if carried out in a way which suits the individual, the assessment could produce wider benefits in terms of building confidence or creating space to really think about needs and outcomes. This section looks at the assessment process for personal budget holders and the involvement of their carers. It also describes the resource allocation systems adopted by the case study sites and examines staff perceptions of assessment and resource allocation.
