Domestic abuse: get help during the coronavirus (COVID-19) outbreak

Guidance on how to get help for people who are victims of domestic violence or know someone who is a victim of domestic abuse. It acknowledges that coronavirus household isolation instructions can cause anxiety for those who are experiencing or feel at risk of domestic abuse and makes it clear that those instructions do not apply if someone needs to leave their home to escape domestic abuse. This guidance applies to staff working in education, childcare and children’s social care settings in England; children, young people and learners who attend these settings; and their parents or carers. It explains the strategy for infection prevention and control, including the specific circumstances PPE should be used, to enable safe working during the coronavirus (COVID-19) outbreak. The guidance also looks at the specific steps that should be taken in children’s homes, including secure children’s homes; in foster care settings; when dealing with young children or children with special educational needs; when providing social care visits to extremely clinically vulnerable children and young people. Five principles for the next phase of the Covid-19 response

This document sets out the principles that should underpin and guide the necessary shift from the acute phase of the COVID-19 pandemic into ongoing management of the problem, ensuring that the medium and long term response is transparent, accountable, and consensual. As a point of principle and accountability, decision makers must put people and their rights at the centre, engage with those citizens most affected by both the virus and lockdown restrictions and understand how lives are lived by those who have ‘underlying conditions.’ The five principles, which are endorsed by many health and social care charities in England, are: actively engage with those most impacted by the change; make everyone matter, leave no-one behind; confront inequality head-on; recognise people, not categories, by strengthening personalised care; and value health, care and support equally.

Using direct payments during the coronavirus outbreak: full guidance for people receiving direct payments and personal assistants

This document sets out key messages to support people in planning and receiving their care safely during the pandemic, including slowing the transmission of the coronavirus (COVID-19) and reducing the possibility of hospital admission or care breaking down. It is aimed at people of all ages ‒ children, young people and adults ‒ who receive support through their personal budgets or personal health budgets and take this as a direct payment. It is also relevant to family members, local authorities (LAs), clinical commissioning groups (CCGs), providers and people who are employed through a direct payment, including PAs (including those who are self-employed). Topics covered include: flexible use of direct payments during the pandemic; continuation of direct payments; personal protective equipment (PPE); employment of individuals; the coronavirus job retention scheme; statutory sick pay (SSP) for PAs with COVID-19 like symptoms; testing; monitoring requirements; self-funders; and keeping safe. Coronavirus Job Retention Scheme: people receiving direct payments

This guidance helps people who buy care and support through a direct payment to know how and when they can use the Coronavirus Job Retention Scheme (CJRS) to furlough employees during the coronavirus (COVID-19) outbreak. It covers a whole range of practical situations, including: when a PA or carer needs to shield; when a PA lives with somebody who needs to shield; when a PA or carer has caring responsibilities; and using the CJRS if the direct payment holder does not want their PA entering their home at this time.
