Safeguarding and quality in commissioning care homes
SCIE Guide 45
Published: February 2012
This guide aims to support NHS and local authority commissioners of care homes to ensure that safeguarding is central to the commissioning process and a primary concern for residential and nursing care home providers.
The government have identified six guiding principles on safeguarding which seek to increase the protection for those most at risk in society. Key points for commissioners are outlined here in relation to each of the principles.
-
Principle 1 – Empowerment
Presumption of person-led decisions and informed consent.
-
Principle 2 – Protection
Support and representation for those in greatest need.
-
Principle 3 – Prevention
It is better to take action before harm occurs.
-
Principle 4 – Proportionate responses
Proportionate and least intrusive response appropriate to the risk presented.
-
Principle 5 – Partnership
Local solutions through services working with their communities.
-
Principle 6 – Accountability
Accountability and transparency in delivering safeguarding.
