Preventing abuse and neglect of adults with care and support needs

The organisational abuse expert reference group was  set up to provide a forum for partners to share information, identify potential areas for development and work together; to collaborate on the development of a work programme to raise awareness and effective responses to organisational abuse and closed cultures within health and social care services in England. It is hosted by LGA and ADASS who are Partners in Care and Health (PCH), supporting councils to improve the way they deliver adult social care services.

As part of its work a Round Table was held in January 2025 bringing together a number of stakeholders from across the sector to consider where we were, drawing on the latest evidence and identifying what actions were required.

The report provides a summary of the discussions and suggested actions.

The Expert Reference group continues to work on priorities with partners look to progress these actions.

Preventing abuse and neglect should occur in the context of person-centred support and personalisation, empowering individuals to make choices and supporting them to manage risks. This should lead to the services that people want to use, with the potential to prevent crises from developing.

SCIE has developed the following resources to support frontline care and social workers and all those involved in the work of preventing abuse and neglect of adults with care and support needs.
