- Safeguarding responsibilities: local authorities must carry out a safeguarding enquiry where it appears that an individual is experiencing, or is at risk of, abuse or neglect. The duty to carry out a safeguarding enquiry does not depend on whether the individual has eligible needs. (SCIE has produced a guide to the new safeguarding duties for local authorities under the Care Act.)
- Training of assessors: local authorities must ensure that staff have the required skills, knowledge and competence to carry out assessments and the assurance process following supported self-assessment. (see Guidance 6.46)
