Using financial reform to enable change in Bradford

This study looks at how Bradford has used the financial levers of system control totals, along with fixed-income contracts, to align incentives, pool risk and achieve financial balance. It is based on interviews with senior system leaders from Bradford Health and Care Partnership and West Yorkshire and Harrogate Health and Care Partnership Integrated Care System, particularly what they are learning about their benefits and drawbacks, and early views about their impact.

SCIE was commissioned by the NHS Confederation to produce this study as part of a series of resources for leaders in integrated care systems and sustainable transformation partnerships to deliver the ambitions set out in the NHS Long Term Plan. It was developed with leaders from across health and social care systems with the aim of providing practical learning which can help them make progress.
